I am looking for a tutorial-style/survey/monograph mathematics/applied mathematics journal concerning signal processing or at least publishes such papers. I have googled but I could not find a nice one. Do you know anyone?

Perhaps you could clarify the question a little bit by adding some more information about what you are trying to do, how you are planning to do it, what would you consider "nice" (?).
